The presentation of the project - a collection of scientific works – 100-Year Anniversary of the First Georgian Constitution was held at Caucasus International University.
A milestone in the history of our country is celebrated on February 21, 2021 – 100-year anniversary since the adoption of the first constitution of the Democratic Republic of Georgia.
Caucasus International University hosted a presentation of the International Scientific Collection Project - 100-Year Anniversary of the First Georgian Constitution in relation to this occasion on February 21, 2020. The event was attended by the university students, academic staff and invited guests.
The aim of the project is to support the establishment of an independent school of Georgian constitutionalism and the promotion of the first Georgian constitution.
A special scientific-editorial board that is established at the university serves this purpose. The board provides preparation and publication of the international scientific collection dedicated to the 100th anniversary of the first constitution of the Democratic Republic of Georgia. The scientific papers will be published in the collection by the invitation of the editorial board. The works of outstanding foreign and Georgian scholars in the fields of law, history, politics and linguistics on the significant and problematic issues of the First Georgian Constitution, Constitutionalism and Political Science will appear in the collection. 25 scholars participate in the project.
As was stated during the presentation, the adoption of the constitution plays a crucial role in the history of every democratic country. Modern Georgian state is the legal successor of the First Republic. This is acknowledged in the preamble to the Constitution of Georgia on August 24, 1995. It is the present constitution that ensures a continuous hereditary link between the First Republic and the modern Georgian state. The crown of the Democratic Republic of Georgia, the foundation of Georgian constitutionalism - is the Constitution of 1921.
The vast majority of the norms or principles of the first Georgian constitution preserve the viability in the current Georgian constitution. The Constitution of 1921 is the foundation of Georgian constitutionalism. Since the 1990s, all the most important documents of Georgia have been highlighted by the 1921 Constitution. The first constitution has been significant is the process of every constitutional reform since the 1990s.
As it was noted during the presentation, Caucasus International University will facilitate, on the one hand, the promotion of the First Georgian Constitution, the escalation of discourse, and it will find ways for solving essential problems of Georgian Constitutionalism. On the other hand, the university will appreciate the contribution of the respected individuals who formed the foundation of Georgian Constitutionalism.
Professor Mindia Ugrekhelidze, Supervisor of Caucasus International University Doctoral Program in Law, Mr. Vladimir Macharashvili, Dean of the Faculty of Law at Caucasus International University, Ms. Tamta Tsirkvadze, Vice Dean of the Faculty of Law, Ms. Nino Mindiashvili, Deputy Head of Scientific Research Department delivered speeches during the presentation. Constitutionalists Gia Gogiberidze and Zurab Jibghashvili discussed the importance of the first constitution. Beka Kantaria informed the audience about the project of Jubilee Scientific Collection.
Mindia Ugrekhelidze, Professor of Caucasus International University and Beka Kantaria, Associate Professor are the authors of the project.
The presentation of the scientific collection will be held on February 21, 2021 – on the day the first constitution was adopted - on the 100th anniversary.
