Frederic Labarre, a Canadian Professor, conducted a public lecture on the topic: Strategy of Asymmetric War in the 21st Century for CIU students. The professor discussed the examples of asymmetric conflicts in historical and modern context, their causes and results. We are mainly taught that war must be symmetric, because in the main conflicts of recent history there were involved armies of almost equal size and possibilities. Nowadays, groups and individuals can gain particular state niche (for example: so-called Islamic State), they can influence main actors of international system with the help of asymmetric power – stated Professor Labarre. He also placed emphasis on the possibility of the use of “Soft Power” under the conditions of asymmetric threat by showing the examples of various countries.
The second part of the meeting was held in the form of question-responses. Students’ questions referred to significant international processes and the issues of asymmetric power use in them.
We would like to remind you that Frederic Labarre is s Head of South Caucasus Study Group of NATO Partnership for Peace Consortium Program. In addition, he prepares political recommendations for NATO General Secretary, NATO International Secretariat and USA State Department.
Today, Frederic Labarre will conduct an open seminar on the topic: Planning and Implementing Peacekeeping Operations in Changing International Security at 19:00. The open seminar is for CIU graduate students of International Relations and International Security Program and doctoral students of Political Sciences.
